Distinguished Senator Andy Uba (MFR), is a man of many parts whose interest is to improve lives of people always.

While at the Senate, Distinguished Senator Andy Uba (MFR), moved motion for a bill to repeal the Niger-Delta Development Commission act of 2000.
This act was a decree of 1998 of Military Government of the Federal Republic of Nigeria which was later made an act in the year 2000.
Since then, activities of the Niger-Delta were hampered by clogs of problems which needed a repeal for optimum function of the commission.
Recall that it was former President Olusegun Obasanjo (GCFR) through the idea of his then domestic Special Adviser, Distinguished Senator Andy Uba (MFR) that created the Niger-Delta Development Commission.
When the Niger-Delta militia took up arms in form of agitations, Late President Umar Musa Yar'Adua (GCFR) created the Federal Ministry of Niger-Delta and domiciled Niger-Delta Development Commission (NDDC) as a parastata of the Ministry.
The Niger-Delta Development Commission (NDDC), has continually to perform very poorly until the act that it was working with was repealed and succor brought to its table through Distinguished Senator Andy Uba (MFR) who sponsored the bill to repeal and re-enact the Niger-Delta Development Commission (NDDC) bill in 2007.
The bill seeks to provide repeal oil mineral producing areas, with management and administrative structure for more effectiveness, and to use the funds generated from the federation account to tackle ecological problem which arises from the exploration of oil minerals in the Niger Delta areas.
The Niger Delta Commission formulate policies for Niger Delta areas.Conceive plans and implement with set rules. Also regulates, project and programs for the sustainable development of Niger Delta areas in the field of transportation including roads, jetties, waterways, health, education, employment, industrilization, housing and urban developments, electricity and telecommunications.
This is seen evidently today as the Niger-Delta Development Commission (NDDC), since it's creation for over 20years had it's structure and headquarters building of its own in PortHarcourt.It was commissioned by President Muhammad Buhari (GCFR) this year.
All this while, the Niger-Delta Development Commission (NDDC), has been on hired buildings, which is an embarrassment to a cow cash commission.
Amongst other things the bill seeks to correct is, the brazen and daylight fraud that goes on in the Commission.
Nigerians and Niger-Deltans have seen that it's not the Federal Government that is their problem but people that represents them in the Commission.
Since the bill was assented by Mr. President, financial auditions of the commission's treasury had commenced and culprits will smell the rods of government soon after the inquiry.
The bill also seeks to tackle the ecological problems which arise due to exploration of oil minerals and other related environmental pollution witnessed in the region.For the first time, through the bill, Ogoni land clean up has commenced.
Oil multinationals has started cleaning up the mess and gas flaring they deposited in Niger-Delta region for decades which has caused fishing near impossible for the Niger-Delta inhabitants whose major occupancy is in water.
Water weeds which is always a yearly or perennial issues has been taken care of.
The ministry of Environment has through this bill continually cleared the water ways for easy transportation and access to the creeks.
Agitations have been permanently brought to halt through this bills.
Scholarships and school facilities have been put in place for the Niger-Delta people by both the Federal Government of Nigeria and multinational oil companies in the region.
Thousands of Niger-Deltans have been trained abroad in skills acquisition ranging from welding, fabrications, scaffolding, geological exploration etc through this bill.
The bill recommended 13-15% derivative from Federal Government's accrued allocations to Niger-Delta states and 3% of the annual budget shared amongst the Niger-Delta oil producing states.
Through this incentives, power, telecommunication, agriculture, housing and urban development, healthcare, construction of water ways and jetties, roads, water reticulation and industrialization etc are put in place and everyone in Niger-Delta is feeling the impact of this bill sponsored by our noble son and Niger-Delta is developing rapidly and more peaceful now than ever due to an intellectual work done on the bill by Distinguished Senator Andy Uba (MFR).
The legislative maestro, Most Distinguished Senator Andy Uba MFR, is an astute parliamentarian who understands the rudiments of good governance, as an advocate for curbing environmental degradations. Anambra state inecessant gully erosion will be tackled with vigor, and flooding within the riverine areas of the state will be managed and controlled.
Sen. Andy has the political will, sound moral judgements to embark on people oriented programs, projects and policies, he has shown capacity and competence through out his stay in public and private sector.
