SIR NOBLE ATULEGWU AND THE ESSENCE OF REPRESENTATION By Chukwuemeka Ebochuonuma

 


Most people who know Sir Noble Atulegwu will tell you that he has been a good manager of human resources with full studded experience in the private sector. He has been the Chief Executive Officer and Managing Director of two companies that have executed good and verifiable projects in communities across the state. His company, JANT Link Services Ltd, which engages in rural electrification, working in affiliation with Power Holding Company of Nigeria, installed uncountable transformers in many communities in the state. I have fully confirmed that he installed over six transformers in Nekede of Owerri West alone. When a man works where target and time are of essence, he performs above average.


As the first commissioner in the Ministry of Entrepreneurship and Skills Acquisition, it was glaring to Imo people that he was the idealistic signature of the government as he proposed and executed various entrepreneurship programs that assisted Imo people across boundaries. He worked to ensure that the youths got their pride of place in the state. The CBN/NIRSAL Microfinance Bank training programs which the state government bankrolled through his ministry is unforgettable.


He worked hard to ensure that all empowerment programs under his watch and auspices were properly executed. Many people wondered at his magic wand but the truth was that he worked as a private executive and achieved so much in government because he believes in excellence. He made the Ministry of Entrepreneurship and Skills Acquisition to become the signature ministry of this administration because he understood what it takes to reach the people and give them what they deserve.


Sir Noble has never encountered a man without the man leaving with good testimonies. He has assisted several women, youths and the vulnerable. The special citizens got special attention from him. He placed them in advantageous points and ensures they get what is due to them. He has attended to the needs of the vulnerable to the extent that many wondered where his great human relation acts emanated from. He is one man who would stand to opine that what grows a society more is when people are carried along in programs of development.


It's on record that Sir Noble Atulegwu changed the narrative of administration in the Ministry of Lands, Survey and Physical Planning. He blocked all finance leaking avenues in the ministry to curb shortchanging the internally generated revenues of the government from the ministry. In just one month, the ministry's IGP jumped from N13m monthly to over N24m monthly. He made the staff to work by the rules so that the government will get what supposed to be theirs and for enhancement of development in the state. 


Unfortunately, when the governor decided to change the cabinet it affected Sir Noble and others. It was even rumoured that the staff of the Ministry of Lands went on many days' fasting and prayer to ensure that he never came back as the commissioner. Corruption has a way of fighting back but Sir Noble Atulegwu is still in the saddle doing things rightly for the state and for his people.


As a foremost estate guru in the state, he understands the land matters of Owerri Federal Constituency and will apply his experiences at ensuring that the people of the constituency benefits through his proactive developmental capabilities. He will make good laws that will make the constituency benefit from their vantage land placements. He will attract federal presence through the proposition of the establishment of relevant agencies for the people that will create employment and empower the people.


This first and only commissioner from Umunwoha bloc of Owerri West is a youth with technocratic ideals and skills. He contributed immensely to the projection of the ideals of the 3Rs government of Distinguished Senator Hope Uzodimma. Even from his purse he ensured that the government gets it's proper illumination in the state. He was the most frequently featured commissioner on radio and television, where he defended the programs of his ministry and the government. He understands what it takes to pilot an establishment and achieve people oriented programs.


The House of Representatives is a gathering of law makers who consider the needs of their constituencies in the making of laws that will benefit their people. Sir Noble has lived among his people since birth. His primary, secondary and tertiary education were all at home in Owerri. His only sojourn outside Imo State was during his one year NYSC in Kogi State House of Assembly where he served as PA to Alhaji Ohiemi  Zakari, the House Committee Chairman on Works and Housing. So, he has gone through tutelage in legislative matters and knows how to engage properly. Thus, he knows the needs and desires of Owerri Federal Constituency. Most times, he weeps at the way his people are underrepresented and wishes to get there to correct the narrative. 


Having lived among his people, he knows where the rain has been beating them. He also knows how to give  adequate representation that will make Owerri Federal Constituency the reference point in the state. He is prepared to present good bills that will eventually become good laws. He has the experience to attract empowerment and development to the constituency. He has the link internationally to collaborate with donor agencies that will execute people-oriented programs.


As a Knight of the Anglican Church and a good Christian, Sir Noble Atulegwu has zero tolerance to corruption. For those that know him, he never collected 'Thank You,' but will rather give you 'Take Home.' As a strong believer in meritocracy, he ensures that people who merit things get them while creating the enabling environment for those who never made it to get upgraded. 


He recognizes the exceptional ones and uses them to achieve greater goals for generalities. He's a good brand that knows his onions and desires to make lasting impacts on his people. If given the chance to represent Owerri Federal Constituency, everything good will come through his proper packaging of things to elevate his people.
